The project that reinstates the government’s tie-breaking vote in the Administrative Council of Tax Appeals (Carf) evolved after negotiations, said this evening the Minister of Finance, Fernando Haddad. According to him, the text met more conditions to be approved in the Chamber compared to the beginning of the week.

“Suddenly, this postponement was good because it gave more maturity for the project to be approved”, declared the minister. Among the main advances, Haddad cited the conversations with the Agricultural Parliamentary Front, which had recommended a vote against the project and which, according to him, changed its opinion after clarifications from the economic team.

Haddad did not detail the changes to the project. He only said that the changes were “lateral” and will not change the agreement between the Ministry of Finance and the Brazilian Bar Association (OAB)closed in February.

According to the minister, the changes will have a positive fiscal impact, making the government collect more due to new procedures for negotiating tax debts included in the text. This Wednesday (5), the project’s rapporteur, Deputy Beto Pereira (PSDB-MS), included in the text the possibility that tax transaction agreements may be closed by the Federal Revenue Service without the approval of the Attorney General’s Office of the National Treasury. (PGFN).

A type of agreement instituted to negotiate the debt of companies affected by the covid-19 pandemic, the tax transaction allows the refinancing of debts with the government based on the taxpayer’s ability to pay.

In addition to the Carf project, the Chamber of Deputies intends to vote, this week, on the tax reform and the new fiscal framework, which returned to the House after being changed by the Senate. Haddad stated that the three proposals are crucial for the government’s economic policy.

“We need the three projects, which are structuring. Carf is very organized. After some negotiations, the text evolved a lot, ”he declared. Regarding the new fiscal framework, the minister said that this is the project with the least resistance because it has already been approved by deputies once, at the end of May, and is being processed in the Chamber on a final basis (without going through committees).

Initially, the Carf project was scheduled to be voted on this Wednesday (5), but negotiations surrounding the tax reform postponed the vote to this Thursday (6). That night, the Plenary began debating the proposed amendment to the Constitution (PEC) of the first phase of the tax reform, which will simplify taxation on consumption.
