FPM: 1st installment in December comes with an extra amount of over R$9 billion

City halls across the country will share, this Tuesday (10), the first installment of December from the Municipal Participation Fund (FPM). The total to be transferred is R$5,817,301,126.54. In addition, the entities will have an extra amount of R$9,173,646,827.11, totaling, at the beginning of the month, almost R$15 billion.
According to public budget specialist, Cesar Lima, the result is positive and will help municipalities end the year with more financial relief.
“This December installment, 30% higher than the last one in November, and 11% higher than the same period last year, confirms that, this year, the behavior of the FPM was very different from the previous year. And, we also have the extra installment for the month of December, which adds more than R$9 billion to the municipal coffers, which should help with the payment of the 13th salary in this last month of the year”, he highlights.

Cesar also explains that this additional concerns a change introduced by Constitutional Amendment nº 55, of September 20, 2007, which added 1% to the FPM percentage.
“So it started to have a rate of 23.5%. This additional percentage, however, would be accumulated in the National Treasury’s Single Account over 12 months, from December of one year to November of the following year, to be delivered to the municipalities at their full value on the 1st ten-day period of December of each year”, score.

The states of São Paulo and Minas Gerais have the largest shares. In relation to the state of Minas Gerais, the total reaches R$ 1,837,214,786.96, taking into account the usual transfer and the extra amount. The amount will be shared between municipalities such as Viçosa, Inhapim and Frutal. As for São Paulo, the sum of the two values reaches R$1,847,239,773.54. This amount must be distributed among cities such as Uchoa, Tupã and Pontal.
Blocked municipalities
Until last Thursday (5), 49 municipalities were blocked from receiving the FPM. Check out the list:

What is FPM
FPM is considered the main source of revenue for approximately 80% of Brazilian municipalities. This is a transfer provided for in the Federal Constitution, corresponding to 22.5% of what the Union collects from Income Tax (IR) and Tax on Industrialized Products (IPI).
