Bioinput production could become illegal in 2025, understand
A 2009 presidential decree (DECREE No. 6,913 ) foresees that own production — on farm — of bioinputs will only be allowed until December 2024. After that, local production will be illegal, which will affect a large part of small farmers and organic producers. The punishment for the infraction can range from 3 to 9 years in prison and a fine.
But two projects currently being processed in the Chamber can overcome this problem and once again provide legal security to producers. Both PL 658/2021 and 3668/2021 deal with the classification, production and treatment of bioinputs, in addition to ratifying the National Bioinputs Program, together with PL 3668, which also establishes a legal framework that defines bioinputs and separates products biological from chemical.
FPA fight
Parliamentarians who are part of the Parliamentary Front for Agriculture (FPA) have been fighting for the urgent approval of the two projects, which could reverse the situation and bring legal security to producers. To this end, deputy Sérgio Souza (MDB-PR) is working on a draft substitute drawn up based on debate with more than 50 entities in the sector, also listening to government bodies.
In a note published on the official website, the Front highlights.
“With this measure, costs can be reduced by up to ten times compared to current ones, also impacting the value of food for the consumer, with better quality and increased profitability for small businesses.”
According to the FPA, production regulation on farm of bioinputs is essential to guarantee the safety, quality and autonomy of small Brazilian producers.
Production on farm of bioinputs
“On farm” is an English expression that means “on the farm”. In this type of production of organic products, rural producers multiply bacterial strains on the farm for their own use, as a way to avoid pests and carry out biological control of crops.
Bioinputs are processes, products or technologies that involve living beings used in agriculture. Because they are of natural origin, they allow the environment to work better, compared to a chemical molecule, for example. Being able to replace traditional fertilizers and acting as a source of nutrients for the soil.
Another advantage of this type of pesticide is that it reduces impacts on the environment and human health, increasing the sustainability of a production system, improving the health of plants and animals, so that they become more resistant.
