Eletrobras will maintain Luz para Todos for another 12 months
The Luz para Todos and Mais Luz para a Amazônia programs, of the Ministry of Mines and Energy (MME), will continue to be managed by Eletrobras for another 12 months, according to the decision of the Extraordinary General Assembly of the former state-owned company. After that period, the programs will no longer be managed by the company, and will pass to the Brazilian Company of Participations in Nuclear and Binational Energy (Enbpar), informed the Brazil Agency you are MOTHER.

The ministry clarified that “to guarantee an adequate and safe transition – especially for the beneficiaries of this important public policy – Eletrobras will remain for an additional period in the management of the program”.

The ministry informed that not only will it continue with the programs, but it also intends to reformulate them, “so that they are even more inclusive, guaranteeing access to the electric energy service to all Brazilian men and women”.

The executive vice-president of Regulation and Institutional Relations at Eletrobras, Rodrigo Limp Nascimento, told the Brazil Agency that the company, as a state-owned company, was responsible for managing various government electricity universalization programs. Among them, Luz para Todos, created in 2003 and which has already benefited more than 15 million people who did not have access to energy; the National Electric Energy Conservation Program (Procel), the oldest government program in the area of ​​energy, created in 1985, of which Eletrobras was responsible for financing and executing energy efficiency actions; the Incentive Program for Alternative Electric Energy Sources (Proinfa), which aims to increase the share of renewable sources, such as Small Hydroelectric Power Plants, wind power plants and biomass thermal power plants, in the production of electricity; Mais Luz para a Amazônia (MLA), created in 2020, which proposes to bring clean and renewable energy to families living in remote areas, with resources from the Energy Development Account (CDE). In December of last year, the MLA benefited more than 44 thousand people.

Transition

“Eletrobras, as a state-owned company, was responsible for managing all these programs. When capitalization and privatization took place, Enbpar was created, which will be responsible for these programs”, said Rodrigo Limp.

He said that the privatization model provided for a transition of up to 12 months for this transfer to take place, which involves system adjustments, team training, transfer of knowledge and historical information by the two companies.

Limp highlighted that after the 12 months had passed, all MME programs were transferred to Enbpar, with the exception of Luz para Todos and Mais Luz para a Amazônia, object of the ministry’s ordinance extending the transition period for up to another 12 months.

Eletrobras’ management and board understood that these programs are extremely important for the country, to bring energy to those who don’t have it, in line with the MME’s concern with the social aspect.

The extension was approved by 95% of Eletrobras’ board members, “which makes very clear the shareholder’s vision and concern with the country’s social issue and with sustainability actions that the company must continue to conduct”.

Among the obligations that were foreseen in the decapitalization process, such as the two hydrographic basin revitalization funds and the Amazon decarbonization fund. “These are funds that Eletrobras has the obligation to contribute (resources) and implement the actions defined by the management committees of the federal government”.

In these three federal government programs, Eletrobras will inject around R$ 1 billion per year, until 2032. The works are carried out by energy distributors. This year, Eletrobras has already invested R$900 million in the three funds. “It’s one of the biggest environmental programs in Brazil,” said Limp.

The company is now responsible for building the line that will connect Roraima to the National Interconnected System (SIN). Roraima is the only Brazilian state that remains isolated from the system. This line will bring benefits to Roraima by reducing thermal generation, in addition to reducing costs, providing reliable and quality energy for the entire state.
