FPM: amount allocated to municipalities this Friday (10) is the second highest of the year

In the first transfer from the Municipal Participation Fund (FPM) for the month of May, Brazilian municipalities share around R$7.8 billion. The amount will be credited this Friday (10). According to public budget specialist, Cesar Lima, the amount allocated in this ten-year period is the second largest of the year.

“The FPM results from this first decade of May seem to be very promising, showing that those previous results were points outside the curve. We had some very low results in the last ten years, but now it seems to be reflecting this news of record revenue that the government has achieved in recent months”, he considers.

In the same period last year, city halls had approximately R$7.3 billion. If inflation of 3.9% in the last 12 months is taken into account, the amount transferred this Friday is 2.4% higher than that of 2023.

One of the municipalities that will count on the value of the FPM in this decade is Guarani d’Oeste, in São Paulo. The city has less than two thousand inhabitants, according to IBGE. According to Mayor Nilson Timporim, the fund’s resources are essential to determine the municipality’s financial and fiscal conditions. “It governs the well-being or ill-being of the municipality. If the FPM is bad, the municipality will not be able to survive, pay for healthcare, medicine, everything on time. The municipality stops.”

Blocked municipalities

Until last Thursday (9), 20 municipalities were prevented from receiving the FPM, according to the Integrated Financial Administration System (Siafi).

The lack of payment for the Public Servant Assets Training Program (Pasep); debts with the INSS; active debts with the National Treasury Attorney General’s Office (PGFN); and non-accountability in the Public Health Budget Information System (Siops) are among the main reasons for a city hall to be prevented from receiving the FPM.

To unblock the transfer, the public manager must identify the body that ordered the freeze. Then, you must find out the reason and rectify the situation. It is worth remembering that the city hall does not lose blocked resources permanently. They are simply frozen until the pending issues are resolved.
