FPM: Brazilian municipalities receive almost R$4 billion this Friday (30)

Brazilian municipalities will share R$3,942,938,446.61 this Friday (30). The amount corresponds to the third installment of August from the Municipal Participation Fund (FPM). The amount is 24% higher compared to the third ten days of the same month last year.

Public budget specialist Cesar Lima attributes the variation to the continuous increase in federal revenue. “We certainly have a result of this increase in revenue that has been propagated almost every two months.”

Among the capitals that will receive the highest amounts are Fortaleza (CE), with R$34,466,250.13; Salvador (BA), with R$31,019,625.11; Manaus (AM) and Recife (PE), with R$21,713,734.42 each; and São Luís (MA) and Teresina (PI), with R$21,541,404.36 each.

Cesar Lima explains that there is a limit on the amount that each municipality can receive from the FPM. This ceiling is calculated by a percentage coefficient that varies according to several factors.

“The limit is that coefficient given by several factors, including per capita income, HDI, among others. For some municipalities, the FPM is practically the only revenue the municipality has, apart from some other small things, such as the IPTU. Due to its low economic dynamism, it needs and practically survives on FPM.”

Another important point is the obligation to report on the application of FPM resources.

“All municipalities in Brazil must report to the state audit courts, including FPM resources. They must also send their fiscal regularity and financial management reports to the Union, so that the Union also knows the financial health of each municipality,” highlights specialist Cesar Lima.

As of August 28, 31 municipalities were prevented from receiving the FPM, according to the Integrated Financial Administration System (Siafi).

The FPM funds are part of the money collected by the Union through taxes and are transferred every ten days to all city halls in the country. The amounts are transferred around the 10th, 20th and 30th of each month. If the date falls on a Saturday, Sunday or holiday, the transfer is made on the first business day before.
