FPM: September addition reaches 0.5% and totals more than R$3 billion in 2024
It is worth noting that last year, the September additional rate was still at 0.25%. However, for the same month in 2025, the forecast is that the value of 1% will be reached. This is what public budget specialist Cesar Lima explains.
“This 1% was added in stages. In 2022 and 2023, this percentage was 0.25%; this year it is 0.5% and next year, it will finally reach 1% and so on. This portion is a percentage of the accumulated values from September of last year to August of this year”, he points out.
The additional September transfer was consolidated by Constitutional Amendment No. 112/2021. The measure was established with the aim of minimizing the seasonality of revenue throughout the year, taking into account that the FPM is composed of a percentage of the revenue from Income Tax (IR) and Tax on Industrialized Products (IPI).
The states of São Paulo and Minas Gerais receive the largest portions of this extra resource: R$410,769,932.60 and R$408,540,680.55, respectively. Among the capitals, the largest amount goes to Fortaleza (CE), which receives R$28,675,538.64; followed by Bahia, with R$25,807,982.11.

It is worth noting that, in relation to this extra transfer, there is no retention of amounts for specific purposes, such as for the National Fund for the Development of Education (Fundeb), for example. “These are financial resources transferred to municipalities and there are no conditions for these resources”, highlights Lima.
Without counting the extra transfer in September, Brazilian municipalities still share R$4,276,269,144.67 from the FPM for the first ten days of September. The amount is 8% higher than that recorded in the same period in August 2024.
Blocked municipalities
As of last Monday (9), 13 municipalities were blocked from receiving the FPM, most of them in Ceará and Maranhão. Check out the list:
