Government can now buy goods and services completely electronically
The Federal Data Processing Service (Serpro) informed that the portal Compras.gov.br already allows all government purchases of goods and services to be carried out electronically, after adaptations to comply with the provisions of the New Bidding Law (Law 14,133/21). This possibility was disclosed on Monday (3), during the launch of the portal’s updates.

With the readjustments, government purchases, including Union, states and municipalities, can be made completely electronically.

So far, despite the fact that the government has already carried out the auction in digital format, purchases of goods and services in the competition, tender and auction modalities, still occurred in predominantly face-to-face procedures. With the new version of Compras.gov.br, all procedures can be carried out electronically, both in accordance with 8666 and 14133.

Published in 2021, Law 14,133 provided for a two-year term for the former Bidding Law, 8,666/93, in addition to the Differentiated Purchasing Regime (12,462/2011) and Pregão (10,520/21) laws. After that period, only the new rule would come into force.

The prediction was that all these norms would be revoked on April 1, 2023 and the new rules, adopted by all direct, autarchic and foundational public administration in the country.

However, a provisional measure published last Friday (31) extended the deadline for repealing the rules to the last working day of the year (December 29). Until then, government representatives will be able to choose to bid using the new legislation or the previous legal regulation.
