Government makes adjustments to rural credit granting programs
The Monetary Council resolution was edited by the Central Bank last Thursday (20), but was published in the edition of the Official Diary of the Union of today.
Among the changes announced is the prohibition on granting Pronamp credit for the acquisition of machinery and equipment that can be financed by the Program for Modernization of the Fleet of Agricultural Tractors and Associated Implements and Harvesters (Moderfrota). In this case, rural producers and agricultural cooperatives with annual gross income of up to R$ 45 million will continue to finance tractors, sprayers, seeders, harvesters and equipment for agricultural processing through the program instituted by the Central Bank since 2002.
Another change, carried out in the Rural Credit Manual (MCR) was the establishment of minimum nationalization rates and maximum power, in this case, 80 horsepower, for tractors and power tillers financed by Pronaf, in addition to waiving the Computerized Manufacturer Accreditation (CFI) for financing vessel engines, which does not occur for other financeable equipment.
It also assigns to the Ministry of Agrarian Development and Family Agriculture (MDA) the criteria for classifying undertakings in Proagro and Proagro Mais, which have an agroecologically based production system, or in transition. In the previous rule, this attribution was established by the Ministry of Agriculture and Livestock (MAPA). These criteria guarantee enterprises that fit this profile the application of the basic rate of only 2% in the participation in the programs.
