Haddad expects tax reform to pass easily through the Senate
The approved text replaces five tributes by just two: one national and the other state and municipal.
According to Haddad, the report by Deputy Aguinaldo Ribeiro (PP-PB), approved by the Chamberalready responds to several questions raised by senators.
“Because Aguinaldo has already considered PEC (proposed amendment to the Constitution) 110, which was in the Senate, so he has already done a very great job of mediation and, in addition to the two PECs, 45 (of the tax reform) and to 110, there was a substantial increase in proposals that were accepted. I believe that we are not going to have great difficulties in the Senate, no”, said
About the Federative Council, which will distribute the resources of the Tax on Goods and Services to states and municipalities, the minister said that he expects a stronger discussion in the regulation.
“There will be a moment when you will have a more intense negotiation to regulate, but, after that is done, and with the due precautions – you need to have a majority of states and a majority of the population – then it becomes peaceful and things are very calm.”
Fernando Haddad is also waiting for the approval of the quality vote laws by the Tax Resources Administration Council (Carf) and the new fiscal framework. Afterwards, the focus should be on microeconomic reforms, such as the Marco de Garantias and the Insurance Law.
President Luiz Inácio Lula da Silva published a tweet in the morning in which he praised the work of the Minister of Finance and the Chamber of Deputies. Lula stated that it is the first tax reform of the democratic period and a historic moment and a great victory for the country.
