Industry launches agenda with priority themes in solemn session at the National Congress, this Tuesday (28)
The agenda was built with the participation of 27 state federations and 112 entities from specific industry sectors. Together, they analyzed 668 propositions before arriving at the 139 bills that will be in the document delivered to deputies and senators.
According to the CNI, the agenda includes proposals capable of improving the business environment, attracting investment and increasing the competitiveness of the Brazilian economy, generating jobs and income.
Marcos Borges, executive manager of Legislative Affairs at the CNI, explains that the Legislative Agenda for Industry is a way of giving transparency and publicity to the defense of the sector’s interests on issues that are being discussed in the National Congress. According to him, the document to be launched this year is “more propositional than reactive”.
“In the beginning, 90% of the projects included in the first agenda were contrary to the interest of the industry. Now, 70% are propositions that have the support of the Brazilian industry. The agenda is much more propositional than reactive. With that, we understand that we are discussing legislative proposals that improve the business environment in the country. The agenda is an extract that takes themes from all areas of interest: labor, tax, environment, infrastructure. It is a portrait”, he points out.
Minimum schedule
Among the 139 bills considered important by the industry, the document highlights 12 topics that are a priority for the sector in 2023. They make up the so-called Minimum Agenda for Industry.
“The minimum agenda is an instrument to show what is the main thing, the essential for that year on the agenda. This year, we have 12 proposals in the minimum agenda. And the main one, at this moment, of course, is the tax reform. the CNI as the legislation to be approved this year to improve the business environment in the country”, comments Borges.
In addition to tax reform, which has been discussed in the National Congress for decades, industry representatives listed 11 other topics as the most important for the sector. Check it out below.
The Industry Legislative Agenda not only lists the 139 bills, but explains what each one of them deals with, how the process is going and what is the position of the industrialists on that specific proposal: whether it is convergent, convergent with reservations, or divergent.
The document divides all propositions into nine axes.
- Regulation of the economy;
- Institutional issues;
- Environment;
- Labor legislation;
- Financing cost;
- Infrastructure;
- Tax system;
- Social infrastructure;
- Sector interest.
