Minas Gerais is contemplated with notices that foresee investments for the management of urban solid waste
Doctor in Sustainable Development and specialist in Environmental Management Paulo Reis explains what solid waste is.
“It is everything that is no longer used, that has served its purpose and is no longer used, it is discarded by the consumer or by some industry or commerce. We call this discarded material solid waste. And it can still be used, it can be reused or recycled, in its normal form, plastic turning into plastic, paper turning into paper, cardboard turning into cardboard, or recycled as energy and transformed into thermal energy or electricity”, he explains. .
The consortia were supported by the State Secretariat for the Environment and Sustainable Development (Semad), through a specific manual on the public call. Semad also provided technical guidance and mobilization to interested municipalities and consortia.
The selected consortiums were the Central Minas Regional Basic Sanitation Consortium (Coresab), the Southern Minas Regional Basic Sanitation Consortium (Consane) and the Alto Rio Pardo Multipurpose Intermunicipal Public Consortium (Comar).
Consane covers 12 municipalities and aims to regionalize the management of urban solid waste. Comar can benefit another 14 municipalities. Consortium representatives highlighted the challenges of proper solid waste disposal and the importance of qualification to promote awareness on the subject.
The preparation of technical feasibility studies for regionalized management of solid urban waste can receive up to R$ 18,701,990.73 in funding, and if contemplated, municipalities will not incur costs through the Support Fund for Structuring Concession Projects and PPP from Caixa Econômica Federal or BNDES.
The benefits of these projects include eradicating landfills, reducing soil, air and water pollution, improving the quality of services, generating income in the recycling chain, increasing scale, optimizing costs and using best technologies for proper waste treatment.
The public call notice by Caixa Econômica Federal and BNDES targeted inter-municipal consortia and regional arrangements for the preparation of concession projects in the basic sanitation sector, specifically in the management of urban solid waste. The selected consortia will be financed by the Support Fund for the Structuring of Concession Projects and Public-Private Partnership of Caixa Econômica Federal or by the BNDES.
