Minister Simone Tebet says that the fiscal framework will be voted on by July

The Minister of Planning and Budget, Simone Tebet, said this Wednesday (26) that the proposal for the fiscal framework could be approved in the Chamber of Deputies still in the month of May, and pass through the Federal Senate until the next 15th of July – when the parliamentary recess begins. According to her, the conversations between the government and the presidents of the Chamber, Arthur Lira (PP-AL), and of the Senate, Rodrigo Pacheco (PSD-MG), point in this direction.

The statement was made at a press conference, shortly after a meeting between the minister and deputies from the Parliamentary Front for Entrepreneurship. Asked whether the Parliamentary Commissions of Inquiry (CPI) opened in the National Congress could disrupt the processing of proposals of interest to the government, Tebet said that this will not interfere with deadlines, nor delay the approval of the measures.

“I think the impact will be zero I have parliament experience this mixed CPI is very different from the pandemic CPI where everyone was at home and it became a real BBB and we were talking about life, we were talking about our life, when is that we were going to return to the job market, when was the economy going to open its doors again”, defended the minister.

“I am in favor of installing any CPI, but this Mixed CPI on January 8 will not have any impact on the processing (of the proposal) in Congress”, she added.

The fiscal framework is a government project that seeks to replace the fiscal rules established by the spending ceiling approved during the government of former President Temer. The minister said that she voted for the cap in 2016, and that she would vote again if she was still a senator and conditions were still the same as they were then.

“However, the circumstances are now different and demonstrate that the current ceiling rules are plastered, compared to the fiscal framework”, he said, denying that the new rules would leave public agents who irresponsibly exceed expenses, in relation to what is raised: “That is not true. The supervisory bodies will continue to act to curb excesses,” he said.

Competitive Brazil Front

The fiscal framework was also the subject of discussion during an event by the Parliamentary Front for Competitive Brazil, this Wednesday (26), federal deputy Arnaldo Jardim (Cidadania-SP), president of the front, reinforced the need for the framework to be more exhaustive as to the effective fulfillment of the goals.

“We are going to work towards having greater detail on the expense control instruments. We are also going to discuss the question of sanctions in relation to responsibility, in case what is in the statement cannot be fulfilled. The foreseen sanctions are a public retraction, and then a cut in the following year, reducing the expenditure growth, contrary to the present, from 70% of revenue growth to 50%, seems insufficient to us. We think we need to have more explicit norms that establish sanctions and force the effective fulfillment of goals”, he points out.

For Jardim, the new framework also needs to present measures to reduce expenses.

“I think the framework has a hole, which is a hole that the government justifies with an increase in revenue that makes the balance possible. And what the government has presented so far for this increase in revenue does not seem to be enough. We emphasized the need for expenditure to be considered with more emphasis, giving a sign of controlling expenses as well, so that the entire framework proposal could have more credibility”, he points out.

The rapporteur for the fiscal framework, deputy Cláudio Cajado (PP-BA), participated in the debate promoted by the Front for Competitive Brazil and stated that the text will undergo changes and should be ready in mid-May. According to him, a new meeting is scheduled for next Tuesday (02), with leaders of the Chamber of Deputies to hear suggestions and discuss the project.
