Municipalities have until June 30 to inform the update of the Generic Plant of Values
Public budget expert Cesar Lima explains what cities should do in the update. “Municipalities have to inform the Federal Government, in the Generic Plant of Values, the average market value of properties per square meter in the location where they are located in the municipality. This is so that the Union can calculate the fees, laudêmios and occupancy rates it charges from the people occupying these properties, if applicable, ”he explained.
With the readjustment of the rates based on the information provided, the amount transferred to the municipalities is also readjusted. Economist Roberto Dardis highlights the importance of cities not missing the deadline for updating. “I think these transfers are interesting, yes, and I think that the municipalities have to run as quickly as possible to update this plan, and to receive these resources, which can be directed to the entire population in benefits”, also highlighting the advantages that the resources can bring to municipalities.
A survey by CNM identified that all 27 units of the federation have Union properties in their territories. Mato Grosso, Pará, Bahia and Santa Catarina have the highest number of municipalities with properties eligible for transfers.
The resources obtained through the patrimonial income of occupation, forum and award are of free use by the municipalities, being able to be used to any actions that need financial support. It is worth mentioning that there is an additional criterion for the amount related to the remission of the forum, which must be applied in investment, such as the acquisition of equipment and development of systems to improve public service. The transfer of amounts is made through the Municipal Participation Fund (FPM) account.
