Tax incentives attracted almost BRL 248 billion to the Sudene area between 2013 and 2020
During the period, more than 2,900 enterprises received incentives and were responsible for creating and maintaining more than 1.1 million jobs. The companies contemplated with the incentives must annually report accounting, social and environmental records, which contributes to the conservation of the Amazon forest.

The incentives provided for companies operating in the areas of Sudene and the Superintendence for the Development of the Amazon (Sudam) are the reduction of Corporate Income Tax and the possibility of reinvestments in modernization projects or the purchase of equipment.

The benefits expire on December 31, 2023. In this regard, a bill extending the incentives for another 5 years, until December 31, 2028, is being discussed in the Chamber of Deputies. Fidelis defends the need for the proposal to be approved by the House and Senate in the first half of 2023 so that the incentives are incorporated into the 2024 budget and there is no discontinuity in projects and investment decisions. “The extension of incentives encourages companies that take on more risk and are profitable. In addition, they increase the attraction of investments in less developed regions, contribute to the conservation of the Amazon forest and to the regional deconcentration of production in Brazil”, he highlights.
Deputy Eduardo Bismarck, in his opinion, voted for the constitutionality, legality and good legislative technique of PL 4416. In the justification, the congressman points out that “during the validity of these incentives, there was an incentive to industrial deconcentration. Many companies have settled in these areas and jobs have been created, making an important contribution to the development of these regions.” Federal Deputy Júlio César (PSD-PI), author of the project being discussed in the Chamber, says that the incentives are an instrument for reducing the regional inequalities that exist in Brazil.

PL 4416 entered the voting agenda of the Constitution, Justice and Citizenship Commission (CCJC) this Wednesday (16), but the analysis has not yet been completed due to a request for review. If approved, the text will be sent to the Senate for analysis.
