Tax Reform: environment and exceptions are topics of the first public hearing at the CCJ

The Senate’s Constitution and Justice Committee (CCJ) began a series of public hearings that will debate the first tax reform regulatory text. Among the most relevant issues on the first day of debates were adjustments to the taxation of products related to the environment and, once again, criticism of the large number of exceptions provided for in the text.

This time, the author of the criticism was the executive director of the Senate’s Independent Fiscal Institution (IFI), Marcus Vinícius Caetano Pestana da Silva. According to him, the more exceptions, the greater the difficulties in inspection and transition.

“There are already scientific studies — such as IPEA and many others — showing that the greater the exceptions, the smaller the positive effects on GDP, productivity and employment.”

Environment

One of the guests for the debate was the national secretary of Urban Environment and Environmental Quality of the Ministry of Environment and Climate Change, Adalberto Felicio Maluf Filho, who suggested adjustments to improve the text, such as reducing double taxation on recycled products.

For Adalberto Maluf, low-income families who work with recycling are the biggest beneficiaries of the simplification of the system and the reduction in taxes, in addition to encouraging environmental protection. The secretary also suggested that taxation for pesticides be staggered, varying according to the level of toxicity of the product.

Jobs at CCJ

The next three weeks are expected to be full of intense work at the CCJ until the 11 scheduled public hearings and two thematic sessions with mayors and governors in plenary are completed. Completion of the work is scheduled for November 14th.
